How public sector procurement works
Public sector procurement refers to the way public bodies, from schools and NHS trusts to local authorities and housing associations, buy the goods, services, and works they need. Because it involves public money, the procurement process is tightly regulated.
In England, Wales and Northern Ireland, procurement is governed by the Procurement Act 2023. These regulations are designed to ensure fairness, transparency and value for money in the way public money is spent. They require contracting authorities to run open competitions and to publish notices for many opportunities on the government’s Find a Tender service.
Running a full tender for every purchase takes time and resource. Procurement frameworks offer a simpler route. A framework agreement is tendered once, through a fully compliant process, so eligible organisations can then award public sector contracts to pre-vetted suppliers without starting from scratch each time.
